No, like Blueberries has stated, it is just a misread by HWmonitor due to the new Z170 platform. I have the same processor and my HWmonitor is showing me the same vcore as you... 1.696 (sometimes as high as 4.096). You should trust what you see in the bios more than software monitoring programs.

My vcore in the bios is set to 1.245 @ 4.5GHz. The standard version of CPU-Z 1.73 will probably show you the same reading as HWmonitor, but the Gigabyte G1 version of CPU-Z is showing me what I have set in the bios, 1.245.

We only have to wait until HWmonitor is updated for the Z170 platform.

Looks like a software error likely with the new chipset, voltage should reflect what you have set in BIOS and if it's using auto-voltage or you have over-voltage protection enabled you should have nothing to worry about.

Temperatures look great for 4 cores.
