Hi vision thank you for the input i am playing playing dota 2 with setting maxed out and without anything in the background. In case this helps my motherboard is h97m-d3h .. but yeah while gaming there is a constant frame drop across all games with 90-99 percent cpu usage at the same time..

I don't know why it's doing that. I can only suggest running a virus scan and running a Malwarebytes scan (https://www.malwarebytes.org/downloads/), to check if you've got viruses.
You could check your temperatures with a program like Speccy (From Piriform).
I can run battlefield 4 with background programs such as spotify, or Flight Simulator X without any problems.
Other ideas might be to defrag your hard drive (I would recommend Defraggler from Piriform).

Basically these ideas are to make sure your computer is running normally and to it's best performance.

oh ok gotcha .. i did do the malware, defrag and chkdk scan but no errors . I don't have any spare parts to test with but i'm thinking i have a bad chip .. i'll probably end up buying a g3258 so i have something while the other is sent out for repair.. Have you ever sent something back to intel if so how was your experience ?
