AMD FX 8320 Overheating at IDLE (@Stock Clock and cm 212 evo)

Hi!
I have a Issue of overheating with my cpu.

My IDLE temperatures are going too high!
MOBO Temp- 36-38C
IDLE- 48-54C
While Playing GPU Intensive game like WWE 2k15(MAXED)- 54-55C
NOT PLAYING CPU INTENSIVES ROGHT NOW
but still i managed to test with GTAV- 59-65C

Thermal Margin (as indicated in AOD) - 30-32C while idle

When i Just turn on the PC and go to BIOS it tells me CPU temps near Ambient/MOBO temps but slowly it runs up to 47-50C MAX 52C

i have done BIOS reset many times!

Using HW Monitor.
FULL Specs-
CPU- FX 8320 @3.5GHz
RAM- 2x 4GB GSkill Sniper 1600MHz
CPU HS- Cooler Master Hyper 212 Evo with 2 fans (PULL PUSH) and using Arctic Silver 5(reapplied day before yesterday)
GPU- Sapphire AMD R9280x Vapor-x Tri-x OC
MOBO- Asus M5A99FX PRO R2.0
PSU- CM Thunder 700W
Storage- 2TB HDD + 60GB SSD
OS- WIN 10 x64
IMPORTANT THING- CASE- NZXT Phantom 530

FAN CONFIG-
Front - NZXT 200mm IN
Rear- CM Sickle Flow 120mm OUT
Top- CM FAN 120mm (Came with the cm 212)
ON THE HEAT SINK- 2x CM sickle flow 120mm pull from below and push to top

i had the same problem with the fx 8320 with after market cpu cooler, the thing is, stuck cpu voltages are too high on almost all fx boards, lower it to 1.1xx and you will be fine.

I used the uncooked rice grain sized paste at the center( but i think it was like a cooked one )

and ill try re-applying it

Actually what i did is First Decrease the voltage to 1.2V -> REBOOT -> Increased it back to normal (1.325V)
and now Idle temps are not more than 43C but i didnt get time to check it while gaming...

The lower the better, you should try to leave it at 1.2xx
