PSU or Gigabyte Mobo Power Failure?

Hi

I have a self built system consisting of a gigabyte mobo (GA MA 770T UD3P) an AMD CPU (phenom II X2 550) with 4gb of DDR3 ram, a AMD HD6870 gfx card all powered by an 800w PSU

I've had this system for a number of years and its been performing just fine.

Recently following an issue with the on-board sound (to which I've just found a solution elsewhere on these forums!) I installed a Creative Labs sound card into one of the PCI slots which also required additional power from the PSU via a four pin plug.

When I switched the system back on nothing happened - no BIOS beep, no flash screen, nothing. The system fans work as apparently does power to the HDDs, there did not appear to be any power to the DVD drives, that is the tray would not come out when the eject button was pressed, however the read/ write LED was constantly on. There was no power to the USB mouse or keyboard.

The only way to power down the system was to hold the power button for several seconds

I removed the card and rebooted and the same thing happened

I've had a look around the forums and the consensus seems to be that it is a power failure of either the motherboard or PSU - so my question is before I replace one or the other, based on the symptoms I've described is it possible to tell whether the problem is more likely to be with the power supply or motherboard?

The fan on the PSU does still work when connected to the motherboard.
I'll try the paperclip test later - what is it supposed to prove?

Thanks, I did the test and the PSU ran ok, I also checked the pins with a multi-meter and all returned the expected voltage. I would therefore feel that the problem lies with the motherboard
