I'll start a new thread since my last one died out
I've been looking for a fix for a long time and since then found nothing :(

Let's just go right into it, my specs are:
CPU: Intel Core i7-4770K 3.5GHz Quad-Core Processor
CPU Cooler: Noctua NH-U9B SE2 37.9 CFM CPU Cooler
Motherboard: Asus Maximus VI Hero ATX LGA1150 Motherboard
Memory: Corsair Vengeance 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Toshiba 3TB 3.5" 7200RPM Internal Hard Drive
Video Card: Sapphire Radeon R7 260X 2GB Video Card
Power Supply: Corsair Builder 600W 80+ Bronze Certified ATX Power Supply

Problem is when i'm gaming, for example Metro 2033, my GPU usage is literally 0% and CPU is about 20-35% It works fine and gives 60+fps on main menu (for example) but once I get into a heavy fight with explosions and animations, it all goes to hell from there.
This happens only while gaming, i ran FurMark and it had 100% GPU usage

VERY VONFUSING...

I do have newest drivers installed: Catalyst Software Suite 15.7.1 7/29/2015
OS: Win 7 64BIT
All drivers are clean installed and are newest possible stable versions.

I tried different GPU (Sapphire Vapor tri-x r9 280x 3GB), same game, GPU usage went a bit up and MHz too, but fps still low and no 100%GPU usage :(

Have no idea what to do and what can be the cause :(

This might be a dumb question, but are you sure you have connected your monitor to the GPU output not motherboard output? Because if you use the motherboard one then the integrated intel hd graphics will be used, not your gpu.

I'll run it in a second, but what do you think about the GPU usage? Isn't that weird? May problem be in PSU?
Settings in-game:
resolution: 1920x1080
quality: low
SSAA: 2x (lowest)
Texture filtration: AF 4X (lowest)
Tesselation: off
Vsync: off

CPU is not overclocked, temps are:
CPU 43c GPU 45c
