Overclocking on Single and 2-way SLI (GTX 970)

Greetings!

I entered the overclocking world and having a great time.
Recently, I have also set up my first SLI configuration and have a question but first, my scenario is below:

I overclocked my first ASUS Strix GTX 970 @ 1453 core (boost) and 7860 on memory. This is the most stable as I can get.

I purchased another ASUS strix GTX 970, Overclocked it, and can confirm that this card gets the same exact stable overclock as my first card (which is great and surprising).

However, on an SLI set up, I need to downclock the OC by a bit to achieve stability.

My Question: is achieving a lower (maybe higher) OC on SLI set ups normal? I understand that even with the same exact card (brand, make, etc) every Graphics Card will perform different.

My PC specs:

Processor: Intel i7 4790K @ 4600 / 1.275 cooled by Corsair H110i GTX
Mobo: ASUS Sabertooth Mark 2 - Z97
RAM: Corsair Vengeance Pro 16GB @ 1866 (8gbx2)
PSU: Corsair AX860i - 860w
HDD: Kingston 240gb, Seagate 1TB SSHD
Case have 7 fans installed (only 1 exhaust at the back)

Software for GPU OC:

ASUS GPU Tweak 2 - Sync GPU option is checked/enabled.

That is excellent! Thank you so much for sharing the article! I found out for my settings that Syncing all GPUs appear to be more stable on voltage and performance regardless of what GPU OC software I use. And I also don't see the same scenario of the 2nd Card running at lower voltage while Sync all GPUs option is enabled as says on the article. Same results in voltages - sync all or no sync; at least in my case.

Apologies for the delayed response. Reading the article from start and time was of no cooperation.
