strange i3-2100 clock speed

hi i have strange think in task manager (on windows 8.1) when i look at cpu usage its showing this: Intel Core i3-2100 3.1Ghz and says max clock: 1.6Ghz why its so low? can i speed it up?

Hello... Do you feel Disabling these, is really needed on your PC for your needs? "If it broken Don't try to fix it" Your CPU idle temps will go up...
1) What is your CPU and MB idle temps now?

The BIO's setting will be Disabling "Intel Speed Step Technology" or something like that. 'save and exit'
Hello... Intel, Windows and your BIO's has a power saving features to "throttle down" the CPU when in low processing needs... Your GPU does the same thing too.

Hello... Yes disable it... 'save and exit' But like I said when you start gaming the CPU will go back up to full speed this is a great power Saving feature for laptops and battery devices... and is Typically 'enabled in the MB BIO's default settings.

Are you sure you got your numbers the right way around? What you've said implies it's turbo boosting (current clock speed above maximum clock speed), but i3's don't do that.

If you've got the the wrong way around, then it's down-clocked due to it idling (or thermal throttling, but given the amount, that is unlikely). This would be a power saving feature, which you can disable in the BIOS (although there's little point - as soon as you put load on it, it'll spin back up - my i7-4790K bounces between 800MHz and 4.52GHz pretty freely).
