My computer Turns on for a half second, then off for 3 seconds then on for a half second and then off again

I just built this computer and do not have os or any drivers or anything installed. The fans and light on the water cooler and graphics card turn on and then off immediately. Havent even go the bios to run yet. These are my parts
:Z97S SLI KRAIT Edition
Intel Core i7-4770K Quad-Core Desktop Processor
NVIDIA GeForce GTX 980 Ti GPU and integrated with 6GB GDDR5
HyperX Fury 16GB Kit
WD 2 TB Black HDD
250gb samsumg 840 ssd
HyperX Fury 16GB Kit
NZXT h440

Can we get more information? What have you tried so far?
Try testing each part out individually:
1 stick of ram at a time
don't use gpu
take mobo out of case and start by shorting it with a screw driver
try a new psu if you have one

This indeed sounds like a PSU issue.
You havent listed one, which leads me to think you might have neglected something as important as enough power.
Also go over all the power cables from PSU to your motherboard, and make sure you have all power cables plugged (some motherboards has an extra power cable for CPU power).

It could be so simple that your PSU is unable to deliver sufficient power.
But atleast it sounds like a power issue.
