After connecting the last cable to my motherboard, I decided to try to power up my system and see if it turns...to my dismay, nothing happened; no LED, no beep, nothing, not even the fan turning. The keyboard I had hooked up to my PC turned on for a second then shut off immediately. Thinking it may have been a power supply problem, I tested whether or not the PSU would work without the motherboard by using the paper clip method, and to my surprise the PSU fan worked.
Now...I took everything out of my case and tried a bare-bones by placing my motherboard on the box it came with, keeping CPU + heatsink, one stick of 8GB DDR3 RAM, 24 pin, 8 pin and hdmi cable. Again, nothing.
I'm starting to suspect it's the motherboard. I'd appreciate any input.

Parts used:

NZXT S340
Xeon E3-1226 v3 3.3GHz-3.7GHz
G.Skill Ripjaw X series 2 x 8GB 1600 mhz DDR3 RAM
Gigabyte GA-Z97-HD3P (1150 socket)
EVGA 500 W, 80+ PSU
Nvidia Geforce gtx 960 ssc

The motherboard wasn't properly grounded. I found out while I tested another time outside of the case.
For any beginner out there: be careful how you place your power switch cable (for me it was face down on the top row). If you have doubts, try booting from outside of your case by placing your motherboard on its box, installing CPU + heatsink, one stick of RAM, plugging the 24 pin and 8 pin connectors and HDMI or VGA port. Then, turn on your power supply (make sure your cable is properly inserted into the PSU and the other end properly connected to your power outlet) and if your motherboard doesn't have a power button, use a screwdriver and very gently tap the power switch on your motherboard (in my case, it was above the reset...
