Windows is hanging on setup is starting! On any wind!

Hello guys my PC is driving me crazy!
Every time I want to install a Windows it freeze at the setup is starting scene, after a five minute of freezing the pc manage to enter the installation so I can continue the setup, I tried everything I reset the BIOS I removed the hard drive I remove the CD DVD and I tried everything and I even change my CPU that is quad core to a dual core so I can test and see what the problem is! And from what it's happening.
2 years ago my PC was working great and had no problem while installing a Windows, so what could be problem?

Please guys can you help me solve this problem and what do you suggest me to do?

Yeah, stopping a windows installation while it's installing is bad. You probably corrupted the entire drive. I think the best course of action is to reformat the drive and try again. If it still fails you got a bum drive. Needs replacing it happens. What drove you to installing a new installation of windows is it an upgrade or were you having drive issues before doing this?

side note i think the proper category would be storage not memory when setting a topic it pertains to, memory is i want to say for random access memory not memory as in storage.

Hey guys I found my problem finally it was in the BIOS so I change the bios and use Qflash to install a new BIOS and delete the old one and if anyone have this problem my recommendation is flashing a new one, and thank you for your reply anw!
