Intel Turbo boost ft i5 performance

So.. My i5 is running at 3,37ghz all time then I saw that I had enabled performance mode on asrock performance optimizer something like that. When i set it to normal the clocks drop below 1ghz when not requiring cpu power but when It gets a lot stressed it doesnt go to 3,4ghz only to 3,2... Is there a way to set the turbo boost to auto? Or I just have to Set it to performance mode when entering games cause I dont want it to run at 3,4 all time or not going to 3,4... Also on prime95 for 20mins I think it got to 67c on one core (real temp gt) and I have noticed that my pc has some dust but it must be caused by my chassis fans config and cause my case has space for 12fans... Do I need to undust it and get more fans and/or config them with another way to have less dust? (hyper 212 evo,arctic silver 5 or mx5 thermal paste,i5-4460) Also real temp said distance to tj max 40c or the lowest was 35 i think. But on intel site it says 72...

This is because that's the Turbo Boost on single core. Turbo boost technology works like this:

4 cores - 3.2Ghz
2 cores - 3.3Ghz
1 core - 3.4Ghz

So to sum it all up, your CPU without Turbo Boost only goes as high as 3.2Ghz, the turbo boost allows it to go up to 3.4Ghz, on a single core load like let's say emulators and other demanding single core tasks.

It should, at least as far as I know from having an i5 4690.

About the other questions:

I can't really help there, there are multiple guides on airflow in cases, I don't know much myself.

And those processors max temp is 95C, the 75 you saw there is Case temp.
