Entry-mid level system for 3D Rendering (Vray, 3ds Max, Sketchup, autocad), not for gaming.

I am going to build a custom PC for my sister who is a fresh graduate architect. She is working with sketchup, autoCAD, 3ds Max, and Vray for 3D building design and rendering. She will not use it for gaming or overclocking and my budget is USD$1000 to USD$1100.

I have some question:

1. CPU, I am struggle between Core i7-4790(4 core, 3.6GHz, 8MB L3) or Xeon e3-1231v3 (4 Core, 3.4Ghz, 8MB L3). The differences Xeon has ECC support which I will not use ECC Ram, i7 has integrated gpu which I will not use because I'm going to use dedicated gpu. The remaining difference is only the speed, i7 0.2GHz faster and xeon e3 is cheaper (around $60 cheaper than i7). Which one should I choose for 3D design and rendering (Not for gaming, because I read many thread about this and people choose i7 because game will be better to run with faster cpu. I also don't want to use processor with higher core count like xeon E5 family which usually use in high-end workstation because I think it will be over budget for me).

2. GPU, which is good for 3D rendering? I don't really know about Vray, but people say Vray RT can use gpu for rendering and it will be run faster than cpu rendering. Is it correct? I also read that high end workstation for 3D design is Nvidia Quadro series, but I realize that quadro series is much more expensive than GTX family with same specification. Can I use nvidia gtx for example gtx 970 or 960 for gpu rendering? if yes which one is good enough for budget around $400? because I think I will spend around $300 for cpu, $350-$400 for GPU, and another $400 for the rest (z97 or H97 Asus mobo, 8 GB DDR3 Ram, 250Gb Samsung SSD 850 EVO, Corsair PSU, and casing). Is this budget composition correct?

Please someone who really know about 3D design for architectural help me to build this system. Thankyou

1. In my opinion the better pick would be a Xeon, not the 1231v3 but the 1241v3 (almost same price, but the 1241v3 is 100mhz faster).
I myself render with sketchup and vray, and the 1241v3 is very good for the price.

2. For the GPU I would really recomend the r9 290x from sapphire or the gtx 970 from msi. Vray RT is A LOT faster if you have the proper GPU, but you will notice a little more noice in the image (nothing that cannot be fixed with a good illumination)
If you build the pc yourself it should be between 800USD and 900USD

On other aspects: If she is rendering for architecture she will be also editing images, so I would recommend maybe 16gb ram instead of 8gb.
