This is my righ as of right now:

Asus Maximus Hero VII w/ i7 4790K w/ Nvidia GTX970 w/ 16 gb RAM PNY DDR3 1333MHz w/ 600W PSU

On my previous rig, I had an older motherboard with i5 3500, same Nvidia card, same RAM, and same PSU and was able to smoothly play games at 4K as I have a 4K Asus Monitor.

Since new install (mobo and i7 processor) games are experiencing low fps.

Installed drivers through CD that comes with purchase...

I'm unsure as to how to proceed toget better performance out of this

I notice that in the drivers' section of the Manufacturer (Asus) there are multiple items in each category,

for example: Chipset (4)

There are different upload dates for each of those items, should I need to only install the one with the most recent date?

Yes, you should always try to install the one with the lastest date in each category (for some brands you will find packs with all the newest drivers, I don't know if it is the same with asus). But, if you experience some issues with the last driver, try insalling the second newest.

You will most likely have to install the BIOS drivers if you are having performance issues.
