is the ram broken?

I bought 2 Rams recently (exactly same pair as the old ones), and when i use the rests of ram slots (4 slots with same ram) the pc wont boot to bios/post.

i tried testing the new rams, one by one and the result is the same.
My questions is (simple one...) if a ram alone doesn't run it means its broken?

Ram: Corsair Dominator DDR2 (2x2Gb) 800MHz x2
Board: Intel P5Q Pro

The correct term for a stick of RAM is DIMM (dual inline memory module), just to make it easier to communicate in the future. Did you say the machine won't boot at all with only the new DIMMs you bought installed by themselves, without being combined with the ones you already had? If so, and you are sure they are the exact same specifications as what you had, then it is a pretty good bet that they are defective.

Ok, just to be clear im going to show both Rams and tell what happens with the new ones intalled alone, after bios/CMOS reset.

old
Corsair Dominator CM2X2048-8500C5D
XMS2-8500 2048MB 1066MHZ 5-5-5-15 2.10V ver1.1

new
Corsair Dominator CM2X2048-8500C5D
XMS2-8500 2048MB 1066MHZ 5-5-5-15 2.10V ver3.1

With the new ones installed, pc wont boot, no bios, no POST, no beeps. Only fans working and a black screen.
With the old ones its alright

my bet is that the component is defective, and i think i cant send it to corsair warranty because i bought it via OLX to a particular salesman.
What you guys think?

So, I waited for an answer at the corsair's forum and meanwhile I went to a computer store to check the DIMMs on another computer.
The guy just literally cleaned the stick pins with a rubber and now it works!
I tested one stick at a time and it's working correctly. , Now the problem is not knowing how to use the 4 slots altogether. I know I need to change things in my bios, but don't know what.

Note: (Bios is with default settings)

You shouldn't have to do anything special in bios to get them to all work together. Some motherboards are more tolerant of using slightly different RAM together than others. If these 4 don't work together in yours, there might not be anything you can do except buy a kit of 4 that came in one pack that is guaranteed to work together.

but both DIMMs are exacly equal. Same capacity, frequency, even model and brand.
