Cascading routers the right way

Hi all,
I'm having issues setting up a VPN via cascading routers.

I have a router given to me by my ISP that I obviously cannot flash. That modem does not have any section to input a VPN.
I have an account with PIA VPN so the only way I found to go behind a VPN was to setup a second router and flash it.

So my setup is:
modem >-wired to-> ISP router >- wired to -> RouterFlashed (wndr3700v2 flashed to dd-wrt)

My ISP router's IP is 192.168.0.1 and my RouterFlashed's IP is 192.168.1.1. RouterFlashed is connected through it's WAN port to a LAN port of ISP router.

When wirelessly connecting from a laptop to ISP Router, I get ~30Mpbs connection.
When wirelessly connecting from the same laptop to RouterFlashed, I get ~7 Mbps.

I was under the impression cascading WANtoLan via wire should not affect speed.

Questions:
1) Is this 1/3rd of the speed normal?
2) If it is normal, do I have an alternative? I can't be OK with 1/3rd of the speed. My 30Mbps was already slow :(
3) If it isnt normal, anything I was supposed to do in RouterFlashed? I did not do anything special other than enabling the VPN and assigning the second IP to the router.

Get rid of your ISP router-the way you have things set up, it's not doing anything. Every time you traverse a router you will lose some speed.
Have you speed tested from your router without the VPN? I would think at first look that your VPN would be responsible for slowing your speed significantly.

I don't think I tried my second router without the VPN. What I did try though was setting up the VPN on my laptop (via PIA's own OpenVPN tool). VPN off = ~20Mbps (wifi) and VPN on = ~10 Mbps (wifi).

This is terribly annoying as I was told PIA's tunnelling shouldnt affect my speed that much.

I'd love to get rid of my ISP's router but I was unable to setup my wndr3700v2 to provide internet. My ISP uses a setup called IPoE as encapsulation and I could not figure out how to setup my own router to replace my ISP's.
