Is there a graphics card better than the Sapphire Radeon NITRO R9 380 4GB GDDR5 for the same price of $210? Is there any graphics card better than this for less than $250? Will the sapphire R9 380 be sufficient to play FPS games on relatively high settings online?

You could consider one of the 4GB GTX 960s, which are all in that same price range. A nice factory overclocked model with custom cooling, something like the top-of-line EVGA GTX 960 FTW for $220, would be a worthy alternative. A great option for lower power consumption, high overclocking abilities, native DirectX 12.1, PhysX, etc. Guaranteed you would not be lacking in the performance department with one of those, factory overclocked at 1304 MHz.
