windows 7 system administrator settings

i'm trying to turn on my windows update on windows 7 and it's saying that the system administrator settings are blocking this.

Try booting into Safe Mode by tapping the Function 8 key as soon as you power up the machine. The Administrator account icon should appear alongside your own so choose that account to make the changes.
