100mb+ speed test with slow internet

Hello i have been having trouble with my internet the last couple of months. My speed tests seem good but my internet is slow and sometimes it fails to load webpages at all. I thought that i would ask the knowledgeable people here for help.

speed test results

ping = 12ms

download=127.64mbs

upload=5.28mbs

I have cleared my cache,made sure drivers are up to date, checked for malware and purchased a new router Linksys EA6900 but the problem persists. Thank you for your time.

Are you having the issue when wired and/or wireless? Have you tried a different web browser? Are all devices experiencing the same problem? Which ISP are you with?

I am having trouble with wired and wireless, I have tried chrome, edge, firefox, and safari all devices are having problems laptop, tablet, phones, desktops wired/wireless. I am with charter communications. And the problem persists regardless of the o.s. windows /linux/mac

also if i download a game on steam it downloads at around 12mb per second and the internet shuts off on all other devices

I'd recommend disconnecting the router from the modem, connecting a single PC and conduct performance tests.

If the problem persists, you may need to have Charter investigate the issue.

If the problem clears, you'll need to narrow the problem down within your network, starting with the router.

Ok i ran internetspeeduptest

download 136.20mbs

ping 21.0ms

upload 5.40mbs

i connected my p.c. directly to my modem and the problem still exists in ubuntu, debain, arch, elementary and windows 10 and when connected to mac.

i replaced all my Ethernet cables with cat 5e then 6a and I'm switching out the modem with charter tomorrow and will let you know if this solves the problem the modem was "new" when they setup the internet/phone/tv but they "refurbish" parts so you never know.

something i have noticed is that during speed tests it will stutter and the speed will dip way down for a split second.
