Can't connect a second monitor via second GPU

Hi, i have a little issue that i didn't find a solution searching online for it

My mobo is M5a97 R2.0 and it have 750 ti connected to it running a 900P monitor

i have another older monitor that i wanted to connect too, but it doesnt have HDMI only vga, which is used by my 900P, so i used my old 8400GS card plugged it in and connected the 2nd monitor to it via vga, but neither windows nor nivida control panel recognize it, does my mobo just cant handle 2 displays or there maybe something simple i am missing??

no i don't want sli setup, i just want the 2nd card to power up the 2nd monitor instead of connecting both of them to my 750ti because it does affect my frame rate in games seeing that my 750ti is already not a high end card i wouldn't want to lose even 1% performance..
