I am going to sell my old,"feeble" computer and I have been saving up to buy a new computer, in which I'll build myself.

I already have my CPU Fan (H100i). In this build I need everything that comes in a computer, even case fans if applicable. I need all the components, and an optical drive and windows. (No preference)

I recommend you to go with two gtx 970's because the performance of two gtx 970's is 10% more than a single gtx 980 ti or if you want to SLI two gtx 980 ti 's in future , then go with the gtx 980 ti .
 


None of the new GTX's have coil whine really. That's not a problem. It's just MSI clocks at higher clockspeed and has better cooling to my knowledge.

There is a reason MSI (and GIgabyte) are the most popular ones currently.

Which one better is irrelevant. They are both very good cards.

Personally my research has concluded the MSI 980ti cooler is less effective then then ACX 2.0. The MSI runs hotter. leading to unstable overclocks.

Ultimately, Everyone has their opinion and the major players are all real close to each other. Making a blanket statements over which one is better is just fanboyism at its finest.

OP just a build I threw together for you. Its a under your budget, has an SSD for fast boot/load times.
This thing will max out settings @1440p all day long @ 120hz. I added in your CPU cooler.

I left $250 in the budget for you to include a mouse and keyboard if you still need those.

Do you think you could go less on the Optical Drive, and more on the storage, because I need fast boot times. I already have a monitor and all the other peripherals, thank you!
