Can I have help to make a gaming pc around that price range which can play latest games at max graphics, anti-aliasing probably won't be turned up so that will only be a bonus. Any help appreciated :)

Both of these builds are good, enough RAM, powerful GPU and CPU, liquid cooler gives better temps and enables overclocking, with the unlocked processor. Both great looking with a small ITX build and a slightly bigger mATX build, but with capability for ATX. Personally I would buy a window-less case and mod a window onto it, as I find that easier and it's always cheaper.
If you want a design for a full ATX build then I can do that!

There are plenty of mistakes in your Build 1:
- No need for AIO (Better, get an air cooler, performs better & saefer). If people are on such tight budget try to ignore AIO
- That case doesn't support 120mm radiator (less space for mounting a AIO liquid cooler)
- Dual channel always helps in increasing performance.
- It's better to get good power supply (Tier 1 or 2)
- No reason to get a H81 chipset board with a devil canyon. (Build 2)

You have a point, but from experience with an AIO, it has MANY performance advantages , plus I would just mod mount it, but I see where you're coming from if he's new

I would normally go with dual channel, but it is cheaper to get a single stick, and for future upgrades, in a board with only 2 slots, its better to do that than to use all the slots with two fours and have to get new RAM outright next time. Yes I know you have the 16GB but it's not necessary and money can be spent on a faster CPU

Fractal PSU's are good, trusted brand and it's modular, XFX however are, IMO, not the first place I would go to, I would try Corsair first but they're expensive. So there arent any problems with the PSU

The H81 was simply money saving measures, there isn't really a need for Z97 either but it's just a feature of the board. I could put in a better mobo if I spent less on the case, its always hard chosing a case because you dont know OP's taste
