I want to create one secure wifi system and one public wifi hotspot at my business. I currently have a security camera monitor system at my business. the cameras are hooked into a wireless camera system called Q-See. the Modem/Router that is connected to the camera system is a motorola SBG6580. I want to keep the camera's wifi secure and strong but give a relativelly weak/short range wifi for my customers inside the 500 sq ft room.

I'm looking to possibly attached a second router to the modem/router to keep it separate. does this keep my secure wifi secure? is there a better solution?
 
You are better off with a device that has the ability to have guest network. It does not have the ability to change the radio power since both share the same radio but it allow the guest to access the internet and nothing else.

Putting a second router in from only keeps it apart until it goes though the cable to the main router at that point all the traffic is on the same network allowing them access to your cameras and other devices.
