I have a question Can you buy a full version of windows 8.1 and use this with a new ssd or hdd on any laptop or say my laptop Asus ROG G751JL-DS71 965m If you don't want to use the oem version that is preinstalled on your hard drive in a recovery partition if it was ever damaged?

yep, of course you can. there's no reason to pay another time since you paid already for a license but microsoft won't stop you from doing it.

The reasoning is if the factory hhd ever failed and the recovery partition is damage asus makes you send the unit to them so they can install all the files provided its still under warranty.I figured it would be cheaper to buy a new hdd or ssd and O/S verses sending to asus and having the laptop hardware being damaged in shipping or mistreatment

They explained to me from there customer service on multiply conversations that if the recovery partition gets damaged and the wasn't a recovery back up than you need to mail the unit to them for a reinstall
 
yep, and this would let them recreate the recovery and install all their programs on it, i get that. even if you buy a new copy of windows you still have to install it yourself. try to get the key first i would say, if all good use it and install using a image from ms - not some pirate copy. if it doesnt work you can always buy a new copy /key and use that.
