cas 9 vs cas 11

I got a corsair set of 16gb of ram at 1600mhz cl9 as well as some radeon r9 gaming ram at 2400 cl11. Which would be the prefer ram for an intel based gaming build?

What CPU, if it's a K model CPU the 2400 is much preferred at 2400. Even with a non K, if it can't run the full 2400 it might run 2133/10, 1866/9 or 1600/8, any of which is better than the 1600/9
