Just like the title says i have all the settings to my liking but when looking around the camera feels choppy. The fps doesn't drop the camera just doesn't move smoothly. My machine can easily run it with no issue.
Specs
motherboard: MSI A78-E35M
CPU: AMD Athlon x4 760k
GPU: EVGA Geforce GTX 960
Power supply: Corsair 430W
RAM: 8GB Gddr3
1tb Hard drive

Thanks for the help

Solution
Do you have Vsync off? Usually choppiness associated with mouse look is screen tearing caused by monitor/refresh issues. Vsync addresses that problem.

Turning it on will cap your frame rate to that of your monitor's refresh rate, which is most commonly 60Hz, but that should yield plenty good enough frame rate for smooth gameplay, and your hardware should be sufficient.
