If you can't RMA it and have to fix it, remove the plate from the motherboard via the two spring loaded screws. You'll need to remove the old adhesive from both the plate and the heatsink. Try not to scratch either surface too badly. I would look up a lapping procedure on the interweb and use this procedure for removing the adhesive. If you are careful you should end up with the mating surfaces clean of adhesive. Hopefully you leave the surfaces flat, but not too polished. If the surfaces are too polished, the adhesive may have a hard time gripping the surface.
Then as sirstinky mentioned use a thermal adhesive to "glue" them back together. Maybe use a vice to apply steady constant pressure until it sets. Then re-attach the heatsink to the motherboard. There is likely a thermal pad underneath that plate. Hopefully they / it will remain intact when you remove the plate. If not, you'll either have to replace them, or use thermal interface material (thermal paste), don't use thermal adhesive here.
