changing multiplier manually on non-z motherboard

i may sound silly but i want some clarification regarding this.
assume that i have an i7 4770 on some h81 chipset motherboard. (i have none. i have an old e2180 on a d945 motherboard)
both are not meant for overclocking.
but still will i be able to change the multiplier manually?
i mean not to overclock it but maybe to set the multiplier to 30x for some test purposes?
ie. underclock it on a motherboard that does not support overclocking.
or if i have the same 4770 on a z87 motherboard will i be able to set the multiplier manually to 39x?(its base clock is 3.4ghz (x34) and turbo clock is 3.9ghz (x39))
what i am trying to ask is that is running a processor manually at its turbo clocks and letting it run automatically at turbo will make a difference.

again i say that i own none of them and i may buy one in the near future. also sorry for asking this if it sounds silly but i ask this out of curiosity

No, you cannot change anything. On a 4770 or an 81 board even on a z97. The cpu isn't designed for overclocking. Unless theirs a k their you can't change the multiplier.
