Which Gaming Rig is better? 1 or 2? Why?

Generally #2 will perform a little better at higher resolutions. It's pretty close though.

Agreed. Since the only real difference is the GPU and they perform pretty close to each other #2 would be better at higher resolutions such as 1080p and 2k only. This would be because the 390 is slightly faster and has the additional memory so as long as your case has plenty of air flow you would be fine.
