ram not completely usable

hi
i have installed 8 gb memory in my system i have installed 64bit operating system
its showing 8gb but it says 4gb usable
is it normal or how can i fix it
its a corsair dominator 4x2gb kit
4 sticks each 2gb

Ensure it's 64bit OS, then try with only 2 sticks in slots 1-2 from CPU, if it works OK then try them in 3-4 to see if it's a channel problem. Also try each stick in slot 1 to make sure all work OK - then let us know results along with what model of the sticks(s), what CPU, CPU cooler, Mobo and PSU

so i will start typing here
so i am planing to buy a new core i5 4690k build
so m confused in motherboard and rams
i will be overclocking but not in the period of 1 year
will be using 8gb 2 sticks of 4gb i hope u get my point and if u could help
