Fluctuating CPU multiplier

Does anybody have a clue why my CPU speed should randomly go up and down?

I have an AMD Athlon II 7850 Black Edition dual-core processor, on an Asus M3A-78CM board... a little bit older setup which I have retired to "spare machine" status. I've been noticing some erratic behavior that I couldn't explain, so I pulled up CPU-Z, and it shows the CPU multiplier flip-flopping from 7x to 14x and back... which obviously changed the overall CPU speed by 50% each time. This manifests in momentary halts and freezes, while using it, and depending on which operating system I'm in, it can even freeze completely and need to be rebooted.

In the BIOS, I have the multiplier locked to 14x, which gives me the "nominal" rated speed of 2.8GHz, and therefore that should not change, as it might if I had it set to "Auto". Hot CPU ran a 6-hour stress test, and came back saying everything "completed without error". Yet the fluctuation continues. What is going on?
 
Solution
You can check power settings in windows control panel and under advanced power controls, there is a section for min and max processor state, change the min processor state to 100% or make sure it is at 100%.
