Want to know the best CPU cooler for over-clocking AMD FX 8350(at 4.4ghz) having best ram clearance

My CPU Configuration is :


AMD FX 8350
GIGABYTE 970A-DS3P
GIGABYTE GeForce GTX 970
Corsair vengeance 4gb (x2)
WD 1Tb HDD
cooler master k380



my stock processor cooler sucks and shuts down my pc at full load. So I am thinking of upgrading to a custom cooler.
i have read about cooler master 212 evo, cooler master 212x and deepcool frostwin, but I cant decide which one to go for.

And I have also read that cooler master 212 evo occupies a ram slot which is going to be an issue for me and i want to avoid that.

my budget is 60 usd.
Want to get some good advice on it.

Cryorig H7 solves any ram clearance issues, has better performance than the hyper212 EVO, both cpu cooling and sound volume, and has the bonus of being only 145mm tall, which leaves plenty of clearance from the side panel. On the downside is its hard to catch in Stock (yes it's that good it sells out fast) and it costs @$10 more than the hyper212, around $32-$35.

The cm is a decent cooler, and the silencio fan is decent at lower rpm, but once you reach @60% duty cycle, it looses it's quietness. It's biggest drawback is its inefficiency, its a very good stock replacement, being able to easily handle a 125w cpu, but once you apply OC, you start nearing the coolers capability, which is @150w I believe. For comparison, the hyper212 is 180w

at what height should I keep the fan for efficient cooling, and can I add an additional fan to the cooler itself for better performance, if so which one?

The 212 evo has a good reputation within the community. I would recommend it with your build without having ram clearance issues. If the deep cool frostwin doesn't hit your ram it may overhang the ram depending on the board. If you want a nice low profile watercooler I would recommend the Antec kuhler h2o 620 which should be about on budget maybe slightly over depending on where you live.

Yes you can get an extra fan for the 212 evo and I would adjust fan height upon installation

Just set the fan slightly above the top of the DRAM heatsink, have tried this with numerous sets of DRAM and haven't seen the cooling vary more than a couple degrees at most, generally no change at all

Newegg has the Cryorig h7 in Stock, and ships to India. According to everything I can find, even though shipping isn't cheap, it adds up to around the same as import and duty taxes, which is still cheaper than what you'd pay at a local store after they pay those taxes and then add their own markup.

seeing the cabinet and availability I have two choices :
Deepcool ICEEDGE 400FS Cooler
Cooler Master Hyper TX3 EVO Cooler

or I can go for 212 evo if someone can tell me how to fit it in my cabinet.

its way above the budget and temp difference is not that much, so I don't know it is cost efficient.
