Want to know the best CPU cooler for over-clocking AMD FX 8350(at 4.4ghz) having best ram clearance

My CPU Configuration is :


AMD FX 8350
GIGABYTE 970A-DS3P
GIGABYTE GeForce GTX 970
Corsair vengeance 4gb (x2)
WD 1Tb HDD
cooler master k380


my stock processor cooler sucks and shuts down my pc at full load. So I am thinking of upgrading to a custom cooler.
i have read about cooler master 212 evo, cooler master 212x and deepcool frostwin, but I cant decide which one to go for.

And I have also read that cooler master 212 evo occupies a ram slot which is going to be an issue for me and i want to avoid that.

my budget is 60 usd.
Want to get some good advice on it.
 
If you want maximum cooling performance(superior overclock) go for the Noctua NH-D14 altough it is a bit over your budget(75$). Also I'm not sure if it it will have RAM clearance issues. Another one I would recommend is NH-U12S(65$ altough I have seen this one below 50$) which fits your budget well and would provide very good performance.

P.S. There are other options as well, but noctua performs best (regarding temps).

I have a cooler master very similar to the 212, not sure which model but it looks almost exactly the same, and I had a slight issue with the fan housing touching the top of the closest DIMM to the fan, but you can just slide the fan housing (its clipped on) up a few mm or fraction of an inch to make it fit
 
You can get the Cooler Master Hyper 212 Evo if it can fit in your case. It will keep temps in check even with the fx 8350 at 4.4ghz. You could also go for a H80 or something similiar AIO water cooler (140mm rad) but in my opinion it is not worth to get a AIO less than 240-280mm. Also look at Noctua coolers and see if you can find good models at a reasonable price. For e.g Noctua NH-U9S (thats pretty expensive for what it offers).
