Which graphics card is the best one for gaming; GTA San Andreas specifically

I'm guessing your shopping eBay? The GTS250 is a 6 year old card, I can't imagine you finding a new one anywhere. The R7 240 would definitely be the better card; wiki tells me that card came out 2 years ago.

If you can wait, the R7 340 will likely be out by the end of the year. If not the R7 240 is your best option between the two you offered.
