Better CPU, MOBO, PSU and Graphics Card, stock cooler is fine on these for a little overclocking headroom:

Tried to put any valid Intel option in this price range but its hard as f..., going for Pentium only would make it look worse.
The thing is that i3 will certainly look better than FX 4300/6300 in terms of performance per core and even 750 TI could be bottlenecked by them while gaming.

A 750ti won't be "bottlenecked" by a FX6300 or a FX4300 for that matter. I build a dozen or more systems a month, and happen to even own a FX6300 with an R9 280X, that performs not any noticeably less than when it's in my FX 8350 build, A10 build, or my Xeon build.

Not sure what you are asking about your friends computer? I can see it, are you looking to buy it? It's okay, better than anything you'll get new at $450. Probably will max out most 2014 and earlier games @1080p, and still run medium-high+ settings on most new ones @1080p. I would recommend dropping in a new GPU and PSU sooner or later though.

Not sure how you ask as to respond considering the main topic...
If you ask will those our build will be better than this one, then the answer is no.
If you ask should you get one from him for ~450$ then maybe, i would have to check ebay second hand parts value.
This way or another his build is fairly good.
