Ping Spikes - Wired or Non Wired

Hello everyone, and be ready to bear with me as this will get long, because it's been two weeks of research and frustration.

The Backstory: I recently received a internet upgrade from my ISP (Cox Communications), and they upgraded my modem along with the process. We went from getting 40 down and 5 up to around 150 down and 20 up. In this process, we went from a Cisco Modem and a NetGear Router to a NetGear Modem/Router combo... I know that the physical upgrade in Modems was definitely an upgrade, unfortunately, I do not know what the old power of the Cisco modem was. I also have a feeling that Cisco is a bit higher in tech ratings than NetGear (in terms of reliability). Maybe that's just opinion. I digress, The new modem is a NetGear C6300BD. Supposedly top notch (until 4 days ago) for my area's internet. The numbers are there, I get the 150 down. I get the 20 up. It's great. Until the ping spike hits.

From this point out, when I mention "modem" assume I mean the modem/router combo unit (NetGear C6300 BD)

The Problem: Since this new modem went in, I have been receiving random ping spikes, up to 3000 ms. They are completely sporadic (every 20 seconds to every few minutes), and occur on any path between my computer and my modem. I have cross tested multiple devices, wired, wireless, phone, etc, and have had 4 techs out in the last two weeks. 3 of them took the old modem away, checked the wires, and put in a new one (of the same version).

The Diagnosis Process: I use CMD to ping my modem: Ping -n 250 192.168.0.1
I also ping google: ping google.com -t

--I thought, "well, maybe it is my internet getting the ping spike, everything in my house is fairly new, so to speak. There should be no hardware issues going on that would cause these kind of spikes.. From this, I decided to ping google.com.

--Then, I thought It might just be my computer having the problem, I was on an older Wi-fi receiver, and figured that maybe it was starting to go out. I went out and bought a NetGear AC 1200 A6210. No dice.
-----I thought, maybe my drivers are bad for my Wi-fi on this computer, updated drivers and edited existing system settings. Even tried connecting via Windows Safe Mode: Networking. Still, no dice. Still receive those lag spikes.

--I thought, "maybe, some one is interfering with my wi-fi network." I hopped onto my modems home page (192.168.0.1)..and checked to see what my other neighbors were broadcasting, and changed my network to one that was unused (5ghz). My 2.4 stayed on the most unused channel, being as it is crowded. It's worth a note that I have tested computers on both the 2.4 and the 5 at the same time, as well as all on one at once, and they exhibit the same lag at the same time.

--My next line of thinking was that maybe a computer or device was interfering with another computer or device on my network. I removed everything with the exception of one wired connection. The spike is still there. Over the course of 200-250 pings, I see it maybe 4 or 6 times.

I am out of options as to what to try. The ping spike definitely occurs on the path between my computer and the Modem; it does not even get near the internet before the ping spike occurs.

Tomorrow, the tech is bringing a newer box. I think he called it an Aero. So far, all of the boxes that have exhibited this ping spike have all been the same brand: Netgear C6300BD.

What I would like from this post: Someone's two cents as to what else could be my problem with my diagnosis or my network. Has anyone had these problems before? Were you able to fix them? What did you do? Any extra help would be appreciated. At this point, if this new modem goes in tomorrow and I am still receiving the ping spikes, I do not know what else I would do.
