Win10 x64 has 16GB, only uses 7.9GB. Can't even change the settings to get it up to 8GB

Hey everybody. Just recently updated my homebuild to win10, and experiencing some RAM issues.
Specs before I get started:
OS: Win10 64x
Motherboard: Sabertooth 990x R2
RAM: 16gb Ram HyperX DDR3 x2 sticks
CPU: AMD FX 8320 eight core Processor
GPU: GTX 770 OC GIGABYTE

Now, to the issue. My PC seems to think that I have indeed got 16GB of RAM to use, but only has 7.9 GB to use. Under system settings, it says "16 GB (7.90 usable)". after a gaming session (with a very unoptimised game that resulted in it using over 5.7GB of RAM) I decided to see if I could change that 7.9 GB usable into the full 16 GB.

Problem is, I can't.

I can't even get the advanced system settings to change it, even to the full 8gb of one stick. It won't save my selections before or after restarting. I've tried making it so that the selection is permanent, but it won't save it. It keeps reverting back after 'saving'.

I'm using CPU-Z to see all of my hardware, what's working and what's not, and both RAM channels on my computer that have RAM connected are exactly the same. The OS says that there's 16GB of RAM there. I've been in the BIOS, however, and it will only show 8GB of RAM. I'm not sure what to make of this. does my BIOS not recognize the other stick? Is my Motherboard's RAM input on one of the DDR3's shot? If so, how is CPU-Z picking up all the specifications, and how does my computer still know that there's a second RAM stick alive and well?

Hi

If you remove one stick of DDR-3 do you get full 8 GB or still 7.9 GB ?

Are you over clocking the RAM ?
(if so try at default for that RAM)

Have you tried memtest86 to test the RAM?

more importantly what was happening under previous version of Windows ?

I wasn't aware that I was overclocking the RAM... But it could be doing that automatically through the bios when I switch to the turbo settings for the motherboard. How would I go about resetting the RAM to default?

I haven't used memtest86 to test, but I'll get right on that when I get home from work.

Under the previous version (win8.1) I actually didn't really take note of whether the RAM was reading correctly or not, so I couldn't tell whether it was working before the update, or whether the RAM hasn't been working correctly since installation.

If I remove one stick, it just remains the same a part from the total reducing from 16 to 8
