Need help on making a budget overclocking machine

Hi I'm in need of help because I'm not sure on what to avail (both cpu and gpu) for oveclocking. My first build is a g2020 with a INNO3d gt630 2gb ddr3, but sadly becoming a old man. So I searched on which peripherals would suit my needs of basic to advanced overclocking, what I thought that I would pick up an Athlon x4 860k paired up with a hyper 212 evo and a EVGA gt 740 4gb gddr5 2 slot for a gpu. I I'm also on a budget of $500 and im in the Philippines (I don't mind shipped/international parts). If you guys can give me suggestion on the parts to buy, it would be grateful.
