Data Cap 250gb

My friend has AT@T Uverse with 7mbs internet speed and he has a data cap of 250GB. He also stated that if he would download a 250gb file, he would have maxed out his internet data cap. Is this true or not? I don't think this is true and I wanted to tell him he was wrong but I don't know much about Internet caps. Can someone please clear this up for me?

Yes, that is true. 250 == 250. Doesn't matter if it is one file, or 5,000 little ones.
He would get a nastygram, or a large bill for any overage.
They generally just send you angry emails threatening to cut off service if you keep going over it.

Comcast used to do something similar when I shared it with 3 other roommates in college...but they won't actually do anything about it unless you're torrenting files or just consuming gobs and gobs of data per month.
