It has to be GTX 960 that's newer and more energy efficient. Radeon 7950 is already more than three years old and runs hotter.

I would take the gtx 960 because it is faster than the hd 7950 and also has newer tech. If you are concerned about vram, get the 4gb version of gtx 960, because most games today use more than 2gb at full hd, but the 2gb version is also fine.
