Start Menu power button submenu appearing blank.

I have this strange issue in Windows 7 on multiple machines (different configs) where the submenu for the power button in the start menu does not appear. You can still see the shadow of where the submenu would be, but that's it.

If the user needs to restart or put the machine to sleep, we have to change the power button's function through the start menu properties everytime.

These machines are all Dell running Win7 Enterprise.

I can't seem to find anything online about this issue, so I figured I'd ask.

Has anyone seen this before? what can be done?

Try This:
Click Start, Run.
Type gpedit.msc and click OK.
Navigate to the following path:

User Configuration\Administrative Templates\Start Menu and Taskbar

Double-click "Remove and Prevent Access to the Shut Down command"
Select "Disabled"
Double-click "Change Start Menu power button"
Select "Enabled"
Choose "Shutdown"

If you don't want to go through these steps, creating a new user account will work as well. but then you would need to transfer all of your settings from the old user account.
