Why movies looks great with only 24 fps but games don't?

I don't know why but most of the games looks extremely bad at 24 fps but movies are smooth at 24 fps?
and why some games looks good at 25 , 30 fps but some of the games are not even playable under 60 or 30 fps??? First i thought that the monitors and TVs differences cause this but even by using same monitor , you can fill that :-((
Even same titles in console(Xbox one , PS4 ) at 30 fps looks better and smoother than PC (in same monitor) :-(((

The simple answer is that the FPS is fixed. Games vary in FPS over a timespan, and what you notice most is FPS that varies. FPS that jumps between 40 and 80 FPS are apparent, where a constant 30 FPS is less so. Since movies have a fixed output, and because obscene amounts of motion blur are used, you don't notice how poor the refresh rates really are.

Most TVs nowadays even have a native 24Hz mode built in so you get a perfect 1:1 refresh:image ratio, rather then needing a 2.5:1 ratio to fit 24 frames onto a 60 Hz refresh rate, farther obscuring the low refresh rate.

Why does 30 fps looks better and smoother than PC? Usually, if your pc works correctly and its strong enough (most basic pcs are strong today) then you get higher fps while more resolution and better graphics settings. If you like the consoles more, then stick to them. If your pc have some problems displaying them, then solve this. I just can say, its wrong. Same games look at pc better.

Why is 24 fps bad for gaming? Maybe for syncing problems. And don't mix hertz with fps. fps is what graphics card and game engine will compute. Also mouse and keyboard, monitor have to be synced, otherwise you get lags or tearing or many other problems. Movies on the other side don't need to be synced with input. It just needs to output for your eye.

I am no expert by any means (I think, you guess that yourself). But I have the understanding that these are different mediums. You can't compare movie with gaming.
 
The reason movies look okay at 24fps is mainly 2 things.
1) It is a consistent 24fps.
2) Natural motion blur that filming gives you.

Games can look pretty smooth if they are locked at lower fps, and it doesn't change. However it is not film which has natural motion blur.

It is a myth that our eyes only see 60fps (or w/e number people throw out).
Many many people can tell the difference between 60hz and 144hz.

I didn't mix hertz with fps !!
I play with PC not consoles but if you look at 30 fps in PC and 30 fps in consoles , usually consoles look better. And for some games , 30 fps is laaaaaaaggggy but in some of them , it's OK and I use Fraps to monitor fps :)))
and why i cant compare movies with games? I know that game have to be synced with mouse and etc but if U even don't move the mouse and don't use keyboard and only look at other moving objects i the game like cars and etc , they are look laaaaaagggggggy at 24 fps ( in some games and in some of them 24 is OK )

you mean if I limit the fps to 24 and have stable 24 , Its going to be smooth????? And do you think consoles look better than PC at 30 fps because of that the fps is stable and locked at 30?
And why 30 is OK in some games but its not smooth in the other games ??

Because this is completely different. In movie not only that you don't have any interaction and syncing, the movie is pre recorded and mastered and does not need to be calculated on the fly. And it will be recorded by video cameras and tvs and movies can have lag, which is ok.

Some games are fast action and then, every millisecond is important. Than higher fps will be smoother. Then, there are strategy games, where the actual milliseconds arent important. The fps can be lower and you will not see a difference, because if the image does not change (on still images in example, or low action), there is nothing to update.

Consoles look better at 30fps for 2 reasons:

1) The controller has a fixed acceleration for moving the camera around. Whereas the mouse has variable acceleration and can be very fast.

2) Consoles don't run at variable framerates whereas PC games run at variable fps and since the monitor runs at a fixed refresh rate it doesn't sync. GSync/freesync is the solution. You can also use the adaptive Vsync in Nvidia control panel at half refresh rate for a more smooth experience like consoles.

These reasons can be extended to movies.

I should make a note: Consoles aren't locked FPS in the way movies are. Movies are locked FPS; they never change, since all the rendering is done ahead of time and all you need to do is read back the content. Consoles aren't locked FPS, but the games tend to be optimized so 30 FPS is achieved 99% of the time (or more), though there are cases where FPS drops into the low/mid 20's.
