Yesterday I added a new ram 8GB kit and also added an old 4 GB kit together to equal 12 GB total. Now my CPU spikes from 0% to 40% and up like a roller coaster. It goes up and down like a roller coaster. The ram is in the low 20s and is running stable. What is causing this problem?

Solution
A virus might be the culprit, might be something else. Tbh, I don't think your RAM is the issue.

Best way to check would be Task Manager > Performance > Resource monitor and check what's using the CPU, or to just sort all processes in Task Manager by CPU Usage and check which ones are using your CPU the most.
