Gtx960 Voltage problem without overclocking

Hi, i have a problem with my gpu in cs:go. Whenever i play cs:go my FPS varies between 100 and 200 and is mostly around 120-150. I play on 1600 x 900 with max settings and 4x msaa. Changing resolution or graphic settings doesn't affect the amount of FPS i get. I looked in GPU-z and found out that my gpu almost never gets higher than 40% usage. Here i got a screenshot from my GPU-z.

Whenever i'm in game the voltages rises to its maximum and Perfcap shows that my bottleneck is Vrel. The temperature never rises above 60 celsius.

If i run a stresstest for my GPU (furmark) i can get to 99% gpu usage before i get the Vrel issue. This i think is normal.

My cpu is an i5-4460 3,2 ghz.

My motherboard: H81M-S2H

I already searched the internet, but not many people have the exact same problem as i have.

Things i tried:
Updating/reinstalling older and newer drivers.
reinstalling the gpu in the PCie slot.
Checked motherboard drivers.
Flashing the gpu bios.
setting maximum performance in nvidia config.
Checking if the cpu isn't bottlenecking, by looking to cpu usage per core. (Never gets above 75% and temperature never rises above 60 celsius.)
Raising core voltage with 100mv
underclocking the GPU and memory clock.

I really hope somebody can help me, i'd really appreciate.

While looking again at the gpu-z screenshot i noticed something else. My gpu barely uses any memory while playing cs:go. I also tested call of duty modern warfare 3. In both games my gpu doens't use more than 139mb vram. This might be the problem? How can i fix this?
