could this be a memory issue?

honestly i have know clue. its getting annoying and i would love to solve this issue. i made a video playing csgo showing my issues. i wish i could diagnoses my pc but i dont know how. anyways in the bottom right show some info of the game while im playing. not sure what it could be. also this is effecting all games and not just csgo. but csgo is the worst one.

also have problems non gaming related like youtube stuttering for the first 10 seconds of playing a video.
and another problem where i have to turn off and on my pc like 3 times just for it to post.


i have win 10 now and did a fresh install. the problems though where even before this. i really feel like its RAM but i have no way to test as of right now (no spare ram)

what do you guys think?

 
Solution
Artifacts like that are usually memory related. But it could be main motherboard memory or video card memory.

Download memtest86 and do at least 7 passes. If all is good it means video memory.
If you get errors you may need to increase motherboard memory voltage .05 to.1v since you are using 4 sticks of memory. Sometimes up to .5v is necessary.But start low and do not exceed 1.65v
After increasing voltage run Memtest86 again and see if the errors stop.

If it is video memory errors try reducing the memory speed a little with MSI Afterburner. If it persists you man need to do a reflow because the solder connecting the memory chips to the video card has micro cracks and this causes errors once the card gets warmed up and expands.

ok so i did the test and came up with 0 errors. took like 24 hrs to do but whatever. after that i checked my voltage in the bios and it was under 1.5 by a little. (like 1.48) so i went up to 1.56 i think and now it seems to be running great. there was some other voltage settings for the RAM and i did tweak another one to round it all out. thanks for your help. if i wasnt gonna be able to solve this i might have resorted to buying new parts to fix it. and i dont want to spend any $$$$
