New system build will not post CPU fan turns on and off

Hi Everyone,

This is my first PC build and could use some help. As stated in the title I can't get the system to POST.

MOBO: ASROCK H97m-itx/ac

I put together the whole system linked above, when powered on the CPU and case fan would start up and then turn off, over and over every 2-3 seconds and would not POST/nothing on screen.

I then took everything out of the case and tried the system with just RAM, MOBO, CPU, PSU, & onboard video, same thing happened.

The 24 pin power and the 4 pin CPU power are connected

I then did the following:
-Cleared CMOS using jumper (several times).
-Cleared CMOS battery (taking it out for 30 min.).
-Tried each sticks of RAM in each slot separately.
-Tried system with no memory and CPU fan would run continuously.

-Tried bread-boarded system with one stick of the new RAM, same issue.
-Removed the CPU, inspected the pins(all look good)
-Re-installed CPU and heatsink with new thermal paste. The CPU fan would spin up and stay on adjusting speed every now and again still no POST. On several of the restarts the system did the shut on and off thing, but overall it would stay running. The Bios on the MOBO is P1.70 which is only one behind the newest.

This motherboard doesn't not have a speaker, jumpers for a speaker or troubleshooting LEDs. I do not have any known working parts as this is my first build. And none of my friends have spare parts at the moment. I do not know what to do next please help.

Thank you for the reply. What I have tried so far was essentially what was in the link you provided. The MOBO does not support a speaker at all, so I'm up the river on that one. Is there a way to test the PSU under load, as I understand it you can't get a good representation of the voltage with just the paperclip test.

Hi when i did this the PSU fan still ran but the CPU fan started and just shut down.
 
It really sounds like a power issue to me. I'd definitely recommend the multimeter test to confirm it.

The CX series are pretty bottom-of-the-barrel for Corsair's products and not highly recommended. It'd still be rare for an out-of-box failure, but it does happen. But if you have any excuse to send it back and get a different one, I'd take it.

Tested the PSU connected to load (hooked up to the MOBO) all voltages fell well withing the acceptable range, but I will probably try a different PSU tomorrow and go from there. thanks.
