PSU voltages? trust Hwmonitor or Aida64?

About 6-8 weeks ago i changed my PSU. I bought a refurbished Corsair RM 850. I also bought a motherboard. I was having some issues, well still having them. HWmonitor w/ my new psu and mobo say my 12v is 7.096. But Aida64 says it is 11.792 V . Is that to low? and should i believe that number?

My problem is, my temps getting to hot when gaming, even bought a new CPU and another board. the board before said it was 8.007. I was about to buy a new CPU cooler as is the only thing besides the hard drives and SSD and i did not replace.
 
Solution
11.792V is within the +/- 5% allowed by the ATX specification. The 7.096V reading is definitely bogus, the system would not be running with that voltage. The 11.792V reading may or may not be accurate; software voltage measurements are notoriously unreliable.

Anyway, it shouldn't affect temperatures.

I just bought a Corsair H105 to replace my NZXT Kraken x40. The x40 is an older model, i bought two and put one on the shelf for over a year and replaced it a few months ago. Hopefully my temps will go down w/ the H105, i normally do not overclock, but if the new CLC does it job, ill OC to 4.1
