High spec PC still lagging

Hi all, I finished building my new PC in the past month but im still getting lagging issues in some games, especially older ones. Playing COD4 MW for a bit of mindless fun and the game lags ever 10-15 seconds skipping frames. It doesnt even seem to be in heavy load sections of the game and the PC is definitely not under stress. Playing the game on Max settings and using ROG Swift monitor with settings set to match.

i7 4790k (oc'd to 4.7ghz stable - also same result at stock)
16GB Corsair Dominator Ram
Maximus VII Fromula
H100i cooler (Running 27c idle and 35c in game)
2 X Asus GTX 970 in SLI
Rog SWIFT 27 Monitor set to 144hz in game with v-sync enabled and then disabled....

I know its not the spec and I know its not an in game setting becuase ive testing everything on/off and in different combinations. Any suggestions?

Running an ax860i couldn't get cleaner than this !

That's actually 1 thing I haven't tried, I took it that if the option for 144hz was in game it would be fit to run it. I'll test it and let you know


UPDATE: NOPE this made no difference....
 
they'll run as a fast your hardware can, halflife 2 can run at 200+ . What are you gpu temps? what do the GPU clock speeds do when this happens, do they stay constant or drop, does the FPS actually drop (according to precision X or similar), what does the CPU frequency do during these events.

Heres an interesting thing, run GPU Tweak and monitored the game for the lag and for some reason GPU Usage drops to 0 in the moments of a lag. runs around 50 - 60% hits a lag and drops to 0........ I have no overclocking on the gpu and its stitting stock
