I currently have:

GeForce 9800GT 1024MB PCIe 2.0 x16 Graphics Card

The fan is screeching and I am wondering if I should replace the fan, or replace the card. If I replace the card, is there an 'equivalent' card that is less than 50 bucks? The computer this is used on is more of a workstation and NOT a gaming machine. Its use is primarily relegated to photo editing type of work.

Any improvement in 'performance' would be nice, but even greater if I could keep it cheap.

Solution
dont run it without a fan, it might overheat and kill the chip.

u might be able to fix it without spending money by removing the fan sticker and oiling the bearings inside with tiny drop of light oil/sewing machine oil. spin it a little with your hand after oiling and let it settle a bit.

however if you're not careful might break the fan/damage the card, not recommended if you're not comfortable with this. this involves unscrewing the fan, or in some cases the heatsink, so u might need to reapply thermal paste.

for 50 bucks you could get a new better card completely rather than this dated one as others have suggested, or just use built in iGPU if your cpu/mobo has it.

You can't find something that is equal to a 9800 GT for less than $50. The closest I came to finding something of the sort is a Radeon r7 240 for $52 after shipping and mail-in rebates. It's still not going to be as good as the 9800 GT, but it's the closest you're gonna get to it for a $50 budget. Here's the link to pcpartpicker (a price comparison site for different countries and manufacturers): http://pcpartpicker.com/part/xfx-video-card-r7240aclf2
If you have any more questions feel free to ask.

Hmmm.....I better just replace the fan on this one. Or, I guess I could just pull the fan off altogether. Its got a huge heat sink and I can't imagine it does much aside from 'idle'.

The system is 5 years old, so I kinda hate to go replacing parts. May be better to limp it along for another year or two and then do a full rebuild.

im from the philippines lets change or ship your video card here after u get one im using NVIDIA GEFORCE 9400GT

Ebay would be your best bet for another 8800GT/9800GT. The HD 4870 1GB would be a good replacement for it if you can find one (again ebay has them for dirt cheap). When my 8800GT died I baked it in the oven and revived it. It still works fine, however my brother gave me his old HD 4870 and it is surprisingly similar in performance. It is a bit faster but uses more power too.

So yeah, Ebay.
