Intel Core i7 4790k is underperforming

Hello guys,

Never done that before, but hope I may find some help here

Yesterday assembled my new PC. Specs are the following:

Motherboard: ASUS Z97- PRO GAMER
Processor: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz (8 CPUs), ~4.0GHz
RAM: Corsair Vengeance 16GB (2x 8GB)
Video Card: NVIDIA GeForce GTX 970 (4008MB Dedicated Memory)

Today I found out that my processor is seriously underperfoming. I tried to play Witcher 3, but loading time was quite long, and once I loaded the game I noticed that textures loading and stuff rendering "on-the-go". I checked task manager and found out that game consumes 98% of CPU.

(my friend plays maxed out with lower spec PC and 4k monitor =) )

After perfoming a benchmark using "Performance Test" software I have got result that my processor is performing lower than average i5 processor. I also downloaded Intel Processor Identification Utility which reported processor's speed as 2.10Ghz, while expected was 4.0Ghz.

I read few threads before but none seems to explain such an issue. BIOS is completely fine and shows the correct frequency and multiplier. Power supply seems sufficient as well (600W)

Any suggestions or ideas would be much appreciated.

Two things come to mind:

1. Are there any processes hogging the CPU? Take a look at Task Manager.
2. How many threads is the game using?

As far as the second point goes, if only a single thread is running close to 100%, then you may need to allow the game to use all of the available threads. Here's what to do:

1. Launch the game.
2. Alt+Tab back into Windows.
3. Launch Task Manager.
4. Right-click the game's process in the 'Processes' tab.
5. Click 'CPU Affinity'.
6. Check the 'All Processors' box.

Another possibility is that the CPU is throttling itself due to overheating, but check the above first.

Thank you very much for a very quick reply.

There is no processes that slow down CPU, and while it idle, it consumes only 3%. When it comes to action, I can feel how slow it is.

Game uses all 8 CPUs available and almost all of them get overloaded.

I will try to re-apply thermal compound and the fan again =)

Sorry for a late reply. After re-applying thermal compound again it has raised to 4.39Ghz =)
