Can fps drop during games be caused by the game?

Is it possible that the game itself is causing the fps drop?I'm currently playing Metal Gear Solid 5. I just can't figure out what the cause is. My cpu temp is 60 degree C and gpu is 63 degree C during the game and after playing for like 3 hours. They stayed at normal operating temp. My components seem to be working fine. Never had fps drop in other games yet except mgs5.

Sorry for not being clear. I'm talking about the fps drop problem where the game is running fine and all of sudden fps drops to like 10 and come back up to 60 and goes down again in split second. And my specs are:

i5 4590
asus strix gtx 960 2gb
gigabyte b85m gaming-3 motherboard
crucial ballistic 8gb ddr3 1600mhz ram (2 sticks of 4gb)
western digital calviar 1tb hard drive
antec vp 450 watt psu

that's usually a driver issue, or a conflict of resources, like your backup tried to start, or an antivirus check on a .exe file etc. As a security issue, those type programs often take priority over your game, so can affect cpu usage greatly, which drops fps.

Thanks for your insight. So uh what should I do? Close those programs and set priority level higher for the game on task manager?
